Campaign for Roma education

Preparation period

The National Roma Centrum began with realization of the project in February 2007. During the first two months were the preparations for the planned activities, with which we created foundations for their successful realization.

Changes in the Law for elementary education - The preparations were in following of the changes in the law for elementary education, changes with introducing nine years elementary education, analyses of the previous year which would be useful in preparation of implementing plans as pointers for further actions.

List of Roma families for comparison and analyses - Considering the fact that we in 2006 had already visited the Roma families in Skopje, Prilep and Kumanovo we prepared the list of the Roma in these three cities and we prepared it for comparison with the new data which should arrive in the period June – September.

Meetings with the implementation team - We organized meetings with the team which will be included in he project activities in order to determine the obligations, as well as to set up the foundation for the realization of the idea.

Within the frames of the campaign “The key is in your hands”, the National Roma Centrum in partnership with the Roma Education Fund from Budapest from June 9th to June 13th organized training for mediators in Veles. The mediators will be engaged to be a bridge for cooperation between the Roma families, their children as well as relevant institutions (local self government and schools), in order to include the Roma children in elementary education as well as for them to remain in the educational system. The mediators will be engaged in 11 cities in R. Macedonia: Kumanovo, Skopje, Prilep, Kriva Palanka, Kocani, Vinica, Tetovo, Bitola, Stip and Kavadarci. The campaign was initiated in 2006 and was being implemented in 3 cities and this year the campaign continues.

The processes for improvement of the condition were initiated by significant intellectuals, NGOs and Roma activists, Government institutions and from our past experiences, interest can be seen for the Roma issues with significant persons who are lobbing for sensibilization of the Roma problematic. Joaqin Cortez, the singer Vaya Con Dios are one of the supporters.

The education is a key which is in our hands, in all of us, for a better future, prosperity and equal participation as citizens of the Macedonian country.

The National Roma Centrum will permanently inform you about all subsequent activities.

We would like to express our final gratitude to the consultant trainer house BASME who shared their expertise for sucsseful realization of the training, as well as to all the participants at the training, and of course gratitude to all of those who applied as candidates.

The campaign is permanently supported from the President of R.of Macedonia, the Prime minister, Ministry for education (Office for promotion and development of education of national minorities, and the Biro for development of education).

For the parents who will not enroll their children in school, besides the fines so far terminating of social assistance is being predicted if they are beneficiaries.

The socially endangered families will remain without the monetary assistance from the state if the parents do not enroll their children in elementary education. The social assistance will also be terminated for the parents who will not enroll their children in high school if it becomes obligatory in the next year. This is the measure for stimulation for total seizure of the children in education which will be applied in the following school year. The stimulative measure is predicted to be implemented in the new law for social protection, which will be prepared by the Ministry of labor and social policy, and also at the moment the Ministry of education is working on measures for seizure of as many children as possible in education. According to the statistical data, social assistance is being used by total of 65 960 households.

The socially endangered families which receive assistance from the state will continue to receive it if they enroll their children in school. The medical certificate for the child which says that has received all of the necessary vaccines will be evidence that the child is included in education. Only in this way the socially endangered families can continue to receive social assistance – says Zaklina Velickovska, a spokesperson for the Ministry of labor and social policy.
